The Circle tool is used to create round
areas in the map. Drawing method performs a
"pull from center"; that is, where you
click and hold the left mouse
button is the center point of the Circle area.
Pull the mouse out to about where you want the
circle, and let go. A circular "ghost"
is drawn as you do this, showing you where it
will be placed when you let up on the mouse
button.
